I can not find anything when reading posts on leaks about how to properly seal the rail sanctions. the tube from the rail to the sanction is hollow and I believe water can run down the horizontal rail to the vertical rail fitting and get into the hollow tube. My question is this... I believe I should ONLY 4300 the bolts and not the entire sanction so as the water can escape after coming down the tube other wise it may get trapped in the tube and eventually penetrate the bolts and the 4300. My friend believes I should 4300 the entire sanction...... any advice?

Water in the rails would not lead to a breach in the hull. Where you want to seal is where the rail meets the hull. That is where the damage can begin from water intrusion. Anything more is tin foil hat engineering.
