How or what is the best way to fix this? I have seen thousands of different applications but don't know which is the best and IS THIS A DO IT YOURSELF TYPE OF JOB?

Take a look at the "Spectrum color rocks" thread. Lots of good advice on fiberglass repair. If that is the only ding, I'd say take it to a fiberglass guy. Because buying the right color gelcoat and other supplies like sand paper, epoxy, rubbing compound will probably run what it will cost for a pro to fix it. If on the other hand this is something you want to learn, then no time like the present. The key is getting the right shade of Arctic white gelcoat (there are about seven shades of white all named 'Arctic White'). You need to contact Sea Ray, give them your HIN and they will give you the part number for the shade of white that is on your boat. You can then contact Spectrum Color and they will sell you a bottle of gelcoat repair paste. It is pricy, about $ 20 for a couple ounces. Keep in mind it will have to be shipped by ground. You should also only buy what you will need. The stuff only has a six month or so self life, so it makes no sense to stock up.

I'm going to suggest you get this done by a pro. It's in a very noticeable location. If you've done this type of work before, then go for it - but I assume you haven't since you're asking about it. The other thing that is tough is that it is not a flat spot - gotta deal with that contour. That hole will also need to be made larger, before it can be filled - partly because what you have there is a "void" - see the whitish glass fibers? That's an area where the glass and resin didn't thoroughly mix and it created an "air pocket", so to say - which is why it cracked open like that to start with. It's not uncommon for that hole to become 2 or 3 times the size it is now after grinding away to solid.
 
I made a similar repair to my boat using using the Spectrum gelcot repair paste. Since it is on a rounded surface it was much harder but was not in a noticable spot just below the rub rail. It did not come out perfect. Yours is in a noticable spot, unlike mine, so I agree with the others to let a pro tackle this one. The Spectrum paste is too thick and they make a liquid which is better suited for this type of repair which I found out after trying three or four times on mine.
 
LAB, we get these all the time from the SeaGulls dropping Clams from a Height looking for a hard surface to Break them! I agree with the guy's above, have a pro do it!!
