I have a 2003 Sea Ray 176 SRX 3.0 Mercruiser I/O I guess its called the throttle arm?

I was trying to start her up after a long winter rest and in doing so the center button on the throttle arm will no longer engage. Is there a DIY for taking this apart to see what came loose? Thank you for any replies.
