hydraulic steering problems

Hi, I am the proud new owner of a 1980-81 SRV255. I love the experience so far (first boat). When I had it surveyed, the surveyor said that the steering rams on the transom "shouldn't move around that much" because they were sort of swinging away from the transom when you'd steer. It has hydraulic steering with power steering.
Anyway, how hard is it supposed to be? Like a car with power steering? Or?
Does anyone know where there are schematics for these setups? Mine has two rams, a black one below and a silver one above it, and we don't know what that all is or does..? Any good sites around where I could ID the parts and what they do?

Try rex marine ,they carry a lot of steering stuff.
 
I think so. I opened both caps up, and I can see the oil in both reservoirs. But I have been thinking I'll top it off. I want to bleed it I guess, but I don't think that's really the issue. I need to know what the second hydraulic tube is, under the silver one. I have power steering, maybe it is for that? There are two tubes (rams), the silver steering one and a black one under it.
