How do I remove the interior transom panel ?

Does anyone know how to remove the interior panel over the engine in a 88' 230 cuddy. I believe I have a bad starter and the only way to access the bottom of the engine is to remove the interior panel around the engine. I can't seem to access the screws at the top part of the panel. They are screwed to the solid fiberglass and it appears that they are vinyled over at the factory. Any ideas?

If it is the same setup as my 1987 250 Cuddy, there are several 3" screws along the top edge of the panel that go down into the front edge of the live well. There already were holes through the vinyl on mine.
