I saw an article in the NY Times about folks abandoning boats because they couldn't afford them or sell them for enough to cover expenses. Big upswing on insurance fraud. Used an example of a guy in Seattle who drilled a hole and sank his boat to collect on insurance. When the boat was salvaged to avoid it obstructing a waterway he was busted. Article makes it seem like there are hundreds of perfectly good boats being left to wash up on the rocks and shores and obstruct our waterways with their numbers sanded off to avoid prosecution.
I would have to believe these are the neglected boats we see in some of our marinas that never go anywhere and folks need to get them out of there to avoid marina fees.
