Its a "party" boat here on Long Island. Chartered for dinner cruises and parties.

There is a party boat at my marina similar. It’s big. Has rides every summer weekend. I think they doing well.
Google ‘Maryland party boat middle river’. Cant seem to get a link.

Ouch! I think it is still appraised too high sadly. Like I said it looked like it was a beautiful ship at one time, but looks severely neglected. Hate to see someones dream end so poorly.
