I've found several of these green wires in the bilge that have corroded off from their connections. Is this part of the anti-corrosion system?

Yes, green is typically used for the boat's bonding system. This connects together all metal objects that contact the water such as thru-hulls, strainers, tabs, drives, cooling systems, etc. You should replace any questionable connectors. I like to use the connectors with the heat-shrink insulators in the bilge.

It is likely the wiring also requires replacement.

Corrosion will wick up the wire, underneath the insulation.

The wiring should be cut back until fresh clean wire is found, or the wire replaced.
