I would take your evidence (Jar of the new black oil) and confront him and the owner of the place. They should perform this service fro free and give you some incentive to come back as a future customer. But the first step is communications.

Thats too bad to hear. Are you in the States or Canada? I was going to say at the very least a complaint to the Better Business Bureau. Its very clear that this mechanic has little to no work ethic and I think others need be warned of his goings-on. I am sure an oil change on your boat is quite a bit more expensive than my boat, but I would still be peeved at paying for something that was not completed, even if it was only $100 or so. I am so glad I am my own mechanic.
