Gel coat or paint

So my boat that I acquired used 4 years ago, is showing an unusual paint flaking problem on the port side stern.
If if was gel coat, I would know how to fix, but this looks like paint.
Any thoughts on how to repair?

It looks like the gel is coming off, like it is a thin layer and the color is the primer behind it. I was so nervous the impression all Sea Rays are gel coat. Maybe a prior owner had it painted???
 
Some people paint boats rather than try to care for the gelcoat. Problem is, if not prepped properly the paint will eventually start coming off. Also, not knowing the type of paint used to do the previous job makes it difficult to do a touch up.

Find a paint guru and have them look at it.
 
Its hard to tell, but that could be gelcoat as well. Gelcoat can be "painted on" and buffed out as well and if not prepped properly, could flake. Looks like some scratches and maybe a couple layers of the material?? I'd have a gel coat guy look at it a well.

If your more of a DIY guy...checkout https://www.boatworkstoday.com/. This guy is pretty good at gelcoat/fiberglass and might point you in the right direction as to how to fix. If nothing eles I like watching him work.
