fuel tank fittings

happy boating to all. i need help with my fuel tank connections. i've been having a problem with my port engine, when o open them up it goes to 3000 rpm fine but the other engine keeps on going to 4000 rpm, my port takes a while to get up there. i thought it was the manifolds and i replaced them, i replaced the fuel filters and it still does the same thing. i was looking at the gas tank and it has 4 ports on 1 fir the left engine, 1 for the right, 1 for the generator and one capped off. i was going to swap the port for that engine with the genrator, to see if its a problem with the fuel pick up for that engine. does anyone know if the outlet thats capped of has the pick up pipe attached? and if anyone has had this problem, please advise how to correct it.
