Fuel Filter Cover

I changed the fuel filter/water separator this weekend and I'm having trouble replacing the plastic cover. The cover has two pieces the larger bottom part slips up the filter the top cover snaps to it.

I'm thinking about leaving the cover off, I don't see what function it serves. Am I missing something?

"Technically" it's there to help keep the fuel cooler. I've ran many boats with that cover off - even my own boats - never had a problem. If it goes back on easily, I put it on. If it doesn't, I leave it off.
 
I have the same two part cover over my fuel filter. I see no purpose other than cosmetic. I plan on leaving mine off. If I have no problems over this summer I plan on recycling mine.

I am not sure how an 1/8inch thick plastic cover that is not air tight would really keep the fuel cooler but I too have heard about keeping fuel "cooler".
