Fresh water system pump cycling on and off?

Where is the spring value located? Als, is is necessary to turn off the fresh water pump when hooked up to the dock water?

I had the exact same issue with my pressure release valve. Only thing it didn't show up unless the water in the tank was hot. Tried to find the source of the leak while the boat was on the trailer. No leak anywhere, and the pump didn't cycle at all. Took the boat out onto the lake and ran it for a while and sure enough the pump started cycling again. It was then I noticed water going overboard. I got the replacement pressure temperature / release valve from Home depot.

Westie! You were spot on. Replaced the Pressure and temperature valve this weekend and the cycling went away. This valve was totally coorided and likely stuck in a slightly open position. Could not detect the leaking water because it has a hose connection that takes the water to some dark and hidden place deep in the bilge. Nver did find the end of the hose but when I took it off the valve, it was full of water. It should be dry in normal conditions. Thanks for the tip!!
