they are called core plugs not freeze plugs.those holes were needed during manufacture and have nothing to do with protecting the block during a hard freeze. If ,and thats a BIG IF, the plugs just pushed out and the water/ice did drain and cause no internal damage you may have good motors. Install rubber plugs for testing.
