Engine won't turn over

I am wondering if anyone has seen this before. I put my boat away last season. Flushed motor ran fine. This year, ready to go out. Pulled boat out , cleaned it up, and was ready to go. Last thing I was going to do was to make sure engines were running and then we were off. ( 5.7 OMC ) One engine cranked perfectly. The other has an issue. You can hear the starter trying to engage and turn engine over.But the motor won't turn. You can put a socket on the front pulley on the crankshaft and try to rotate but I can't move it. I took the 4 bolts out of the top of my outdrive ( 800 Stringer ) and lowered. As soon as there was enough clearence the prop started to turn freely. Before I go any farther I wanted to see if anyone has any suggestions. Thanks for any input.
 
As Bash said, remove the spark plugs and try to turn it. You may have hydrolocked the motor during your winter flushing. You'll know real quick if that's the issue if you see water/AF gushing from the plug holes.
 
Not cool, I think its the starter if your motor is locked your screwed... by a new motor no big deal.
