Engine Smoking Badly, Will Not Throttle Up

Kindly seeking assistance on a diagnosis, port engine is sick. Symptoms are, difficult to crank. Upon initial start, a blast of soot blows out exhaust. Seems to idle okay, but smoke pours out with increased RPM's. Also, will not throttle up when underway, no power.

Oil is seeping out of air cleaner. Removed air cleaner and inspected inside turbo. Fan and blades Look to be clean, free of debris. The inside of the air cleaner however (mostly the housing where it mounts to turbo) has a buildup of sludge. Not old black filthy type sludge, but it appears to be kind of clean, gray sludge.

Does this seem like an injector related issue? The on-site mechanic seems to think it's more air restriction related. Any ideas, suggestions, or where to begin would be greatly appreciated.
