Engine Room Sound Insulation Falling Down

I'm having a problem with the "foil over foam" sound insulation that attaches to the bottom of the floor panels in our 2001 29 AJ staying in place. The large piece that is under the bilge access hatch is not the problem - it is held in place by screws through big washers. The pieces under the two side panels are the issue. No screws/washers. I have tried using spray on contact cement; works for a while but they fall back down. Anyone with a similar problem? How did you resolve it? Do I need to go with screws/washers? (Got to be careful not to go all the way through the fiberglass panel...). Any thoughts would be appreciated.
 
That mounting kit from Defender looks pretty interesting. How does the material with the pins attach to the bottom of the hatch panels? I have to check out the 3M weather strip adhesive however. Seems like an inexpensive fix if it works! Thanks!
