Electrical Prob. Curcuit Board (Maybe)

, please find below a summary of the main issues as I see it.

1) Recently Purchased a boat, did a sea trial but when the boat finally arrived, we discovered the following:
a. Horn was operable but low
b. Spray pump was inoperable
c. Running Lights were inoperable
d. Stereo System inoperable.
e. Windshield wiper inoperable.
f. Blower operable
g. Courtesy lights pulsed on and off.

We have tested voltage (continuity) test to leads from power sources to ensure that voltages were within operating parameters etc (they all checked out).
When we tried to operate the electronic switch pad to turn on the running lights, the light on the switch pad signifying the lights were on would come on then immediately turn off, you would also hear a clicking sound. If the blower (for example) was on when we tried to operate anything on the right side of the switch pad all items would be switched (or tripped) off.
We inspected the circuit board and found (what we thought) was evidence of salt deposit on the board (thought to have come as a result of the starboard portal being left open). Based on this information we thought the board was bad.

This weekend, during a trip the stereo started working, so did the windshield wiper, and lights this only lasted for approximately 4 minutes.

Because of this intermittent operational phase, the question I had was will damaged circuit boards operate like this or does this sound like a broken lead or ground that is periodically achieving continuity. This however, does not account for the cyclical nature of the courtesy lights.

How clean are the battery conections/grounds? did you check the voltage under load with a test light? Any difference with engine running versus battery operation? Can you confirm the alternator operation?
