Could someone point me where I can purchase the dockline straps that are use to hold docklines in the transom? The Sea Ray part # is 185538 (Rope Dockling Strap only White with Hardware).

Easiest answer :smt001 is through your local dealer. But I believe they are a Garelick product and are probably readily available just about anywhere. Either a local marine store or probably just google.

They are located in the transom locker. They keep your dock lines/electric cables nice and tidy.
