Drain hole in step leading to cabin - I can see water sitting down inside

Can anyone shed some light on the drain hole in the step going down into the cabin on a 89' 220 DA? I can see water just below the fitting but I cant find how to get to it. I'm thinking I either have to remove the port panel or go through the rear birth?

Should this be a direct drain out the side or does it drain into the bilge? Would I be safe running a wire snake to remove any possible obstructions?

Any help would be greatly appreciated.

Thanks for the info TYG. I don't see an insert however there is something that reminds me of a pleated filter just below the water that is pooled. I'm wondering if the insert was pushed down inside and that is the issue. Do you know if the scupper (correct term for the plastic?) is glued down or if I can just pry it off?

And I hear you on the stinging bugs. I carry a can of wasp spray in the truck since I am always running into them. It took wasps 1 day to start building a nest under the trailer tongue on me.
 
Figures it would be glued down.

Not sure yet if it is a thru hull or bilge drain yet. Before I started poking around in there I wanted to see if I could gain better access. I'll take a few pics and post next time I'm out there.

Nice boat btw.
