Does this look like a helm seal fail?

What am i looking at...

I purchased some fluid dye for my hydraulic steering, went out tonight to take a look since I couldn't see anything with the UV light during the day.

I can not tell if what I am seeing is the spill over from when I unattached the filler tube running behind the dash, or if what I am seeing is indicative of a helm seal failure. Any thoughts.

This is the SeaStar I Tilt helm on a 1994 200OVOB

CNY, if there's any question as to whether it was a spill or from a leak, I'd suggest doing a VERY GOOD cleaning of that area using some acetone to remove any trace of the fluid.
Then check it after using the steering a few times (lock to lock, turning the wheel slowly) and see if any more fluid appears. That will answer your question.
