Cummins power loss

We went for our first run on Saturday, Ran for about 8 miles at 700 rpm, boat ran fine. When I went to power up the starboard engine would not power up past 1400 rpm. Rough running and white smoke. After a few minutes I tried again and it was able to get on plane, ran for about 10 more miles at 2100 rpm, all is well. Docked the boat for a few hours, ran back to marina at 2100 no problems, went back to 700 rpm for a few miles, tried to plane the boat, same issue as before, motor wouldn't power up, white smoke. The motor runs fine under 1200 rpm. Even in neutral it will not power up. I am hoping this is a filter problem, as I haven't changed them yet this year. Any thoughts?
 
White smoke is concerning. First make sure your filters are clean and open all the way ( I had a racor handle get stuck in between off and on once). The white smoke makes me think it's more serious then just fuel. To be honest it sounds like a fuel pump, lift pump, or injector but that will take a mechanic to figure out.

I should also say when the engine was running on plane, there was no smoke. Only had smoke when I was trying to throttle up when it couldn't reach RPM. Running along at 750 or so there wasn't any smoke.
 
Ha a similar problem on my port cummins. Wouldn't go past 2200rpms, should have been 3000. Ended up being air in my fuel line from the solenoid valve coming off the fuel tank. Search rpm loss on boat diesel.com. I found a very handy checklist. Unfortunately, I found the checklist after doing the injectors(which didn't help).
