Cummins 6CTA Turbocharger Seal Failure

I have a 2005 420DA (420 hrs.) and Cummins has diagnosed a turbo seal failure and recommends replacement of the turbocharger. Noticed smoke from the blow-by tube and checked crack case pressure at 86 in. water (10 times the spec) but no excessive smoke from exhaust or loss of power. Does this sound correct and what would be estimated cost? Thanks!
