Common problems with sea ray 21 Laguna

I think it is certainly foam. It looks and feels like foam when lightly pushing through with a screw driver. I fear all foam areas are affected. I asked Sea Ray for a stringer diagram but they said anything older than 10 years is not available. When drilling the holes the wood actually felt pretty solid still.
The boat did have multiple gel cracks.. I wanted to barrier coat the hull but could not get old paint removed. My fear is the water is coming up through the hull as it sat in water. I did yank it out of water and it is back on trailer.
Here are some pics of it leaking while in the water. The rear bilge is dry. I sealed off all the rod holders and and cup holders and other areas that are designed to leak into bilge before I put it in the water. I think this boat may have had this problem long before I got it last Sept. I only have about 4 hours of running time on it and it sat in water for about 2.5 weeks before I pulled it out. Sorry some of the pics are sideways and upside down.
