Will one of the caframo stor dry heaters keep the engine room warm enough?

I work 1500 miles from home. I was checking the weather at home at seen it was dropping to -8 Celsius or 17 degrees F. I called my mechanic and he pumped in some antifreeze for me and installed one of these heaters. They are only 90 watts and I am not sure that they are even safe in the bilge. The boat is in the water full time

We don't normally get this cold and if we do it's usually only for a day or 2 but back up above freezing during the day.
 
I have one of those units that I use in the early spring / late fall to keep the air moving and moisture from collecting on the port holes, sky lights in the deck, and generally just cold surfaces. While it does keep the air a bit warmer in the cabin, I doubt it's strong enough to keep the cabin from getting to the freeze point or the bilge either for that matter.

I was running behind with winterization this season and got one of these caframo bilge heaters at pretty decent price. Lucked out and didnt get need it before I had the pink in the engines, so I returned it, but was happy to have the backup plan just in case.

When we lived in Victoria and moored in Sidney our boat was in the water all year round and we kept the chill off with hundred watt light bulbs. We had one in the cabin and two in the engine compartment (the old fationed trouble light kind). I can't say for sure how cold it got but we never had a problem with freezing. This was back in the 70's and 80's and at the time we had an I/O in a 23 foot cuddy. Where ya moored?
