Buying privately in Vermont

What documentation do I need to ensure are present when buying a Vermont registered vessel? I know it varies from state to state as to what is req'd, and what the documents are called.

What do I need to prove it is free and clear?

Any help would be appreciated....

How old is it? Vermont won't issue a title for any boat over 17 years old.

The boat is 20 years old. As stated above, I'm told by the DMV that there is no title provided for a boat over 17 years, so all i need is bill of sale and proof of ownership. I don't know how that protects me from the vessel not having a lien on it.
