Bottom Paint - Second Opinion

My boat was recently commissioned (mid-May) and was supposed to have been painted with new zincs. The boat had to be taken out of the water last weekend due to a leaking hot water heater that filled the bilge because the bilge pump was not working and the engine hatch was not working.

While the boat was out, I noticed the bottom paint did not look "new". Also, the zinc did not look "new". The boat has only been in the water for 3 weeks prior to being pulled. Not being an expert, can I get any second opinions? Thanks much.

How was the paint applied? If it was sprayed it was likely thinned and would wear differently than rolled or brushed. Mine was sprayed when I purchased the boat and it came off when pressure washed at the end of the season.

The paint doesn't look that new and if the zincs are down after 3 weeks.... "Houston we have a problem".
 
Were you not present when the boat was launched?
 
I think they forgot the part about service and paint. I'd have a talk with the yard master.
 
I'd take a LOT of quality photos of the bottom paint and zincs, have them printed in 5x7 size (CHEAP at Costco) and take them with me when I went to talk with the yard manager. A picture is worth 1000 words.
