bottom paint blues

I had the first ever bottom paint installed a year ago. Last week the boat was out of the water and I noticed several areas that gave me concern. I couldn't quite figure it out so I need some help! I could see distinct areas on the hull from the roller nap they used. The weird thing is that it looked almost like a wax.... it was sort of white'ish tan in color and when I would scrape it with my fingernail I could see the black underneath. I am perplexed by this because you can see the roller nap marks... What could this be? I am planning on contacting the yard that did the install but wanted to educate myself as much as possible prior!

Somebody most likely used $1.50 paint rollers and you are seeing nap from the roller. It is normal to see roller marks in the paint but a $7.00 foam roller lays down paint without roller fuzz in it........unless you/they got some crap in the paint tray.

its definitely not roller fuzz... i can actually scrape this off of the bottom. it really does look almost like a waxy film. very odd!
