Boat Titles in CT&NY

My ongoing saga with trying to purchase a boat in CT has lead me to the current "owner" saying he doesn't have a title and boats do not use them. Funny, I have a title for my SR in my file cabinet. But I know different states do different things. Can anyone that have boats in either of those 2 states please let me know what the current laws/rules are? Thanks for your help
 
My last three NY registered boats had Department of Motor Vehicle issued titles, this is going back to the early eighties.
 
From doing some Google research, I am finding that 87 and newer boats require them. I think someone is attempting to scam me a little bit....
 
If the boat is registered, it has a title in NY. Is the boat registered or Documented?
 
No titles to boats in CT. Instead we have a certificate of registration. If the certificate is not current, then DMV will research to the last known registration. Even if a boat is documented, they still need to be registered in the state if they use the state's waters for more than 60 days.

You are not being scammed. Just ask for the registration certificate, then contact CT DMV to find out if it is valid.

If it is a trailer boat, the trailer will have a certificate of registration also. You get a Bill of Sale (CT form), take it to DMV and that is sufficient.

If the boat has been Federally Documented, the Certificate of Documentation provides the same function as a title. This applies in all states since you must surrender an existing title, or the Manufacturer's Statement of Origin (on a new and unused boat), at the time you apply for Documentation.

As stated above, CT does not have titles for boats...

That's what I thought. I am going to wait to see if this slug calls me back and than either rake him over the coals for draggin my butt down there on a 2 hr drive on a Sunday morning for nothing or just use every bad word I know from being in construction for 30 yrs!
