Boat plug

I pulled the boat plug yesterday and then when I went to put it back it only screwed in half way. I Didn't want to over tighten. Is it normal for the plug to only go in half way?

Sand or gravel. Our ski boat does this all of the time.

How are the threads on the garboard drain plug? Mine were covered w/ junk. I cleaned 'em up, now the plug goes almost all the way into the receptacle.
