Boat parking tickets

We have a number of public docks with signs that state 2hr maximum moorage. Every time I want to use one to tie up and go for lunch they are full of the same boats or I see the same boats when I launch and when we trailer. I cannot figure what can be done about it, they are run by the city so it seems to come under regular bylaw enforcement but leaving a parking ticket on a boat would be laughable as the process to enforce would cost many times more than the ticket. I am wondering how it is dealt with in places like Florida and such where there is more boats and organization around boating.
 
Find out who 'owns' the dock--city, etc. Contact their Parks supervisor and ask for his help with a problem. Explain the problem to him and then ask for his help by having the signs (and hopefully the city statute) enforced by the local cops. The local cops probably have the authority to enforce the laws, but they may not have the motivation to do it. It's possibly just not that important to them.

So at that point you may have to take the matter to a city council meeting. Have some photos of the offending boats that are time stamped. Again, don't jump up and down demanding things be done, be polite and respectful and ask for their assistance.
 
They don't limit the number of hours you can moor at our public docks. First come first serve. There is no overnight mooring at these places but from 7am to 9pm the spot is yours if you get it first.
