I have a 1993 Mercury 150 hp Black Max outboard. Running it on a trailer today with a hose there was no water coming out of the tell tale. Since it was on a trailer I could see the normal amount of water was coming out of the thru hub exhaust so I know the engine was getting water. Also, the temperature gauge was normal and the temperature of the engine when I touched it was normal. I'm confident the engine is getting water.

Tomorrow I'll pull the tell tale hose off and see if its clogged. Are there any other things that could lead to the engine getting water but no stream of water coming out the tell tale?
 
May just not be enough water coming through your hose to come out the tell tale. Along with that, could be the way the tell tale hose "routing" is - path of least resistance, so to say.
 
I know with my brothers 150 it won’t pee on the hose, all of it ends up going through the prop like Lazy said. Probably because of no back pressure. I wouldn’t sweat it until you put it in the water
