What are those things in the water? On another note - wow what a picture.
there are a couple of no wake buoys
then the small buoys mark the concrete anchor blocks for the marina.
every time the harbor crew has to move the marina, they have a barge with a winch that hooks on them. they can pick up the concrete blocks and move them in or out. depending on the lake coming up or going down

the big double one has a block and bridle cable hanging under it.
the main anchor cable is fed through the block and then to the dock. when the wind blows the docks around there is enough give in the float buoy to let the marina move with out tearing stuff up

I've always wanted to go out on Powell during the winter. I can only imagine, not a soul in sight, and water that is like glass as far as the eye can see! Sigh* Maybe I will next year.
