I guess I didn't do a very good job painting my outdrives last year. It barely lasted. What is the best outdrive/bottom paint to use on my 2006 BIII Outdrives?

Yes, anti fouling. I don't have any issues with the corrosion, the zincs are wearing well.
About the anti fouling, do you still leave the ring around the outdrive, from the bottom paint?

Yes on the ring.
Now about the length of time it lasted, can you please let us know what you did and what you feel is a reasonable lasting period for outdrive anti fouling paint now that the good stuff, TBT, is no longer legal?
About the best you can get now is Trilux prop n drive spray can. It's an ablative in a spray paint can, but no longer has any tributyl tin in it.

İf you re in salt water and not clear , and mussel grow during seanson TEILUX SPRAY is not right product
last season i used two spray and before two undercoating trilux but after 30 day
Mussels start on prop and sterndrive
