Battery voltage fluctuation

I bought two new port side engine batteries three weeks ago as I was prepping the boat to get put in. I did not run hardly anything on these batteries before the boat went in. After it was dropped in the water, I went to start the port engine and it would barely turn over. That day I finally started the engine using the emergency start button after starting the generator and starboard engine and letting them run for 45 minutes. I drove the boat for about 1.5 hours to our slip. Two days later the port engine would not start again unless using the emergency start button. Today it started but the dash voltage gauge as well as the panel voltage gauge shows the port DC voltage fluctuating between 12 and 13.8 volts. It will go up for 60 seconds and then back down for 60 seconds and then back up.....The new batteries are plenty large enough to start the engines. Since I brought the boat to its slip it has been hooked up to shore power and I turn off all power when I leave except for the refrigerators and the inverter. Any ideas on what could be causing this fluctuation and more importantly what to do so I have adequate starting power? Thanks
