Battery Charging Issue - Charger Fried?

I was up at the boat working on it today while in heated storage. I am plugged into the 110v with my 15a adapter and for some reason the batteries went low even though I had my converter switch on and the battery charger is powered on and says charging (see pic). However, there is no fan or charging noise like normal. How do I tell if my battery charger is fried?

Read the voltage at the batteries. If they read less than 13.3v with the charger claiming it is charging, it is not working.
