Intentional? No. Culpable may be a better word.

She was one the bow as they were going 30 MPH.

“the boat was "littered with empty beer and wine" containers” tells me he / she or both were likely drinking. I’m guesing toxicology tests were taken and results are pending.

He turned and she fell off the bow and got ran over.

Class C felony, does not mean you planed to do it. You are guilty because your of your actions not your intent.

Similar to a drunk person getting in a car and driving over a pedestrian. They may not have done it intestinally but are still guilty.

This is very different then if a person is sober, acting in a responsible manor and an accident occurs. The law makes a clear distinction between the two.
 
The boat was new to them, it sounds like. I bet they didn't have a survey done. Otherwise they'd have noticed the throttle was 'stuck on stupid'.

A tragedy all around.
