Good thing you ran away from that lunatic dealer. I had a 2001 215 EC and totally enjoyed it for several seasons. Your price range sounds very reasonable for a good boat in the 2001 – 2002 range. The trailer, if included, may push this a little higher.

Keep looking, there are others out there.

Clemons Boats in Sandusky, OH had a used 225 WE on their website. It looked pretty clean. Can't remember the details. You may want to check it out.

I had better luck on Craig's List than with dealers. My wife found three in the Dallas area in 2019; one was trashed, one was not reasonably priced, and the third the seller backed out and left me waiting at the marina. But had better luck in 2020; I had to search over and over by cities. I found what I was looking for in Houston. It needed a little TLC but it runs great. Several people have commented on here and in person how clean the engine is for a 1999. I am changing the trailer from drum to disk brakes this off season. Love the boat. Keep up the search, you will find what you are looking for.
 
I loved my 215 EC, biggest little boat on the water. Mine had the 5.0 alpha. Amazing what things are priced at now. I bought a 1999 in 2007 for 12k. Was a bit chalky and had headliner stains from the leaky hatch but engine and outdrive were well maintained. Sold it 2 years later for 10k (needed to make room for my current 280). Buyers commented how it was the cleanest boat they'd ever seen. One thing I added were Smart Tabs. Wow did that thing jump up on plane.
