This is so tragic and avoidable. People run with wild abandon on jet skis and when pulling tubes many pleasure boaters are paying more attention to the tubes than in their direction of travel. When will this madness end? There is no answer to the investigation other than the skipper pulling the tubes was not watching where he was going. Plain and simple.

With all the budget cuts and downsizing in law enforcement we see considerably less patrolling in our waters. A few years ago I had a jet ski running back and forth behind my boat that I was not aware of. I pulled the throttle back to take a swim. Of course my boat comes off plane quickly and this jerk practically jumped my boat because he did not anticipate me stopping. Now I always watch behind me before stopping.
 
As alcohol does not appear to be a factor and it was a perfectly clear day, I'm sure you're correct, I'm sure he was watching the tubes and not his heading. Very sad indeed.
