Anchor windless trouble

As I was commissioning my 2000 310 for the season, checking to make sure everything was ready to go, I discovered that my anchor windless does not power down. It was fully functional at the end of last season. It powers up from both dash and foot control. When I push down on the dash control, I hear what sounds like the solenoid switching on. I do not hear that from the foot control. One more piece of the puzzle is that I just replaced the horn which is accessed from the anchor compartment. I wonder if I could have trippedd something. Any ideas would be helpful. Thanks.
 
I have same year 340, the windlass has 3 lugs o back of motor. 2 positive, one ground. One positive makes it go up. other down. The lug was rusted off and wired disconnected on mine. Look under there with a mirror.

I was at the boat today and took a look. Exactly it. Lug corroded. How did you fix it? Thanks.
 
We replaced electric motor part of windlass. Maybe able to bring to a electric motor oralternator repair shop that rebuilds them. I went with new motor .
