Bow roller is mounted with 4x 3/8x2". Yesterday I tried to use the 1.5" bolts, but they were too short, so there's a lot of material there to grab onto. My anchor is a 16lb claw type. My question is this: Do I need to mount another cleat somewhere up there with some strong backing for to tie the anchor off to while at anchor, or can I use the bow roller? I'm still pondering how I'm going to hold the anchor up while not at anchor, but I'm hoping I can hit two birds with one stone and the means holding the anchor up, can also hold the boat while at anchor.

You will need a cleat straight back from the bow roller... that would serve the two purposes. Do you have a locker for rode storage?

Not yet, Im actually finishing up the bow roller today and then I'll take some measurements and look for a hatch. Luckily the boat already has the locker... just no access to it.. yet. My local marina store has those 6" or 7" round twistie kind of thingers, but I'm going to try and put a real hatch in. Its going to have to be wide and short to fit.

I added a bow roller on my 220DA (now sold) and also added an anchor hatch. The whole setup worked great, and was the next best thing to having a windlass. Definitely a lot more fun pulling up the anchor with the roller. I added a pull-up cleat just aft of the roller, which was cut down a bit to make room for the cleat. It took some creative engineering, but in the end it was a great mod. Here a two photos that might help you:
