Years ago I had the A/C water pump fail on a three week cruise up north during a heat wave, so as a temporary measure ran municipal water through the system. After speaking with a Marine Airrr tech who said the system doesn't need a great deal of water flow to cool the system I tried dealing it back. What I discovered was that even with a flow which appears to be about half of that of the OP's photo, the system would still operate just fine. Now that being said, I'm sure the water temp has a bearing on the flow required, but the pump provides more water flow than the system actually needs. I'd say your flow is fine. Probably lack of air flow or a freon situation.
 
The AC is under the sink? Are there louvers on the doors for air to circulate? I ask because I used to have the same boat and my AC was under the dinette seat with a louver to allow air circulation.
