95 200 signature hesitates over 3k

95 200 signature v8 hesitates rpms over 3k backfires

1. Sorry for the long story
   Hi guys new to boats and posting.
   Trying to grasp this internet thing.
   Given a 95 sea ray which sat for 10 years.
   So I first Emptied fuel tank.
   Sloshed with small amount of fuel and emptied. I then filled tank with new premium fuel and added sea foam. Changed the plugs distributor cap and rotor. Had carborator rebuilt. I installed a new water separator,had bellows, risers,exhaust baffles,exhaust rubber exit hoses, out drive serviced impeller replaced,oil change installed new battery. Turned key fired right up.
   But when i het above 3k rpms hesitates and sometimes backfires. Any ideas
