89 220 Cuddy Cabin RPM's at cruise

I am pretty new at this and took my 220 Cuddy on its first trip for me. It seemed to plane decent, but RPM's seemed pretty high at a 30 mph cruise speed. I was running about 4,000. We stopped on the beach for a bit and a family member loaned me another prop. I currently have a 17 and he gave me a 19. When I took it out again it didn't make a huge difference in RPM's at 30mph. I checked the speed with a handheld GPS, so I think it's pretty accurate. Is this what I should expect, or should I be running a different prop? I have a 5.7 Mercruiser and don't want to constantly be pushing it harder than I should and it seems that to have a lower top speed that I expected. (was thinking at lease 35-40 mph) Any advice would be greatly appreciated.
