86 268 weekender converted to electric fuel pump

I have a 1986 350 mercruiser engine with a 4bbl carb. Last year i replaced the engine with a newer one that didn't have a mechanical fuel pump. So i bought a marine electrical fuel pump rated for a max pressure of 7psi.Currently don't have a fuel regulator installed. I run a c thru fuel filter and the regular mercruiser fuel filter on the suction side of the pump. I took notice when engine is running it is only 1/4 full of fuel. Is this normal?

From what I've seen in the past, this is normal. They are never 100% full.

I am going through the same conversion right now. Can you tell me if you added the oil pressure safety switch? If so, Can you walk me through the wiring? Also, I was going to install just the see through inline filter as space is very tight, is that sufficient?
 
Yes i have the oil switch installed. It was a 3 terminal one. One side of the leg is connected to a power source that is only on with the key. the other leg goes to the fuel pump. The third terminal goes to the starter s terminal so the pump runs when cranking the engine
