7.4 Horizon no start

I have a friend that has the same rig as I (1998 400 Dancer 7.4 Horizons MPI)
It cranks but will not start.
Replaced the cap and rotor
Checked fuel pump (40 psi. Same as other side)
Replaced ignition module
Swapped ECM with other motor.
It has spark and will start on starting fluid. It seems the injectors are not getting energized, per the mechanics thoughts.
Has anyone seen this?

We reached out to a friend with a mercury engine analyzer program. That’s the next step.

Try swapping Crank Position Senders between engines. If it's not working I don't think Merc's system will throw a code but the engine won't know its own position while rotating. It can still fire plugs and injectors, the timing of which will be all messed up and the engine won't run (or barely run). Easy enough to swap'm.

Update:

Sorry - just checked and it appears that Merc started using CPS in 2001 so I'm betting yours doesn't have such a part.

Sorry I was waiting to be sure it was fixed. A few tried and got it started and then failed again. I was waiting for the word from the mechanic because the owner, albeit a brilliant carpenter, is not mechanically versed. See attached for final repair. They ended up replacing the ignition module again too. I just saw him drive by so I can confirm it’s now fixed.
