454 Starter Bolt is Broke? Help

I just had the boat out a few times and the last time the engine starter sounded funny so I took a look and it was loose and broke 1 of the bolts off holding it in? Not sure why it would lossen up? So pulled the starter and need to remove the broken bolt
Not sure what options I have? I think I only have 2- Any ideas will be appreciated
1)See if it can be drilled and use a bolt extractor if possible-2) Or is the only way to remove bolt is to pull the engine?

Are these special bolts for marine application or can I use regular starter bolts- I know the head is longer on the marine bolts and looks maybe to be a different steel color?

We recently had a similar problem on this site..head stud I think it was.
He got it out with time.

If there is anything still sticking out you can grab it with vice grips after tapping it and soaking with a penetrating oil.
I swear by "PB Blaster" in a spray can.
Also, applying heat will sometimes help.
Another way is to weld on a nut and use a wrench.

I dont know about if they are special or not?

to be successful in removing broken bolts you must take your time. This is something i do every day in business. here is my proceedure.
since the bolt is broken and not bottomed out in theory it should be lose and only stuck from friction, rust, or stressed threads.
start by using penetrate. blast works well but the best i found is Thrust liquid. Hard to find sometimes.
apply it a few times and wait as long as possible { 1-7 days ] next if you have heat available and i mean real heat not propane Heat the bolt 3 times allowing it to cool completely between heatings. this makes the bolt expand and shrink. Then use a very small hammer and a punch and just tap it around. out she comes good luck
