390 Express Cruiser cabin lights wiring issue

Anyone ever have issues with their AC cabin lights? I was troubleshooting a GFCI tripping issue which is now resolved but found that the cabin lights didn't work any longer. After digging around, I found that both the black and white wire of the AC romex going to the light switch are hot. Not exactly sure how the old florescent light ballasts were working but they were. I can't trace the romex back to the main panel but it seems the wire is a home run all the way from the switch to the main panel but I can't tell for sure. I did a continuity test from the white wire at the light with everything AC connected to the main panel and couldn't find a path. Does anyone know if the romex at the light is actually a home run to the main panel or not? Also, how tough is it to drop the port side cabinet to access the chase that holds all of these wires? And finally, where does the AC wires go across the boat? I suspect that there is something else on that same circuit (maybe an outlet) and it is wired incorrectly. Thanks for any help on this, I would like to get some lights working.
 
Found out that the lights are on the same circuit with the galley GFCI outlet. The outlet wasn't tripped but it started working when I tested and reset it. Heard a little sizzle in in the outlet so off to the store for a new one.
 
Good Morning Slax, I found LED bulbs which directly replace the round flourescent bulbs and eliminate the ballast. Nice and bright, low power draw. I can send more info if you're interested.
