After pulling the kids around on the tube for a short time and coming aroundto let them climb back on, I pull the throttle back to neutral and the RPMsonly drop to 1000. About 3-5 seconds later they drop again, to the point wherethe engine sounds like it will stall and then all of a sudden the RPMs jumpback up to 750 to 800 and it idles fine. It doesn't happen every time, but hashappen at least a dozen times intermittently this past weekend. This is the fourthtime we used the boat this season and the other three times it ran perfect whenidling, pulling the kids on the tube or cruising at 3000 to WOT.

I pulled the IAC and it looks almost new and the plunger moves in and outfreely. Also, this motor never starts on the first attempt after sitting for anextended period. My starting routine goes like this. Turn the key and listenfor the fuel pump to run for a short period and then crank the engine for 3-5seconds. Turn the key off, then on and let the pump run again until silent andthen crank it over. It usually starts within a couple of seconds. Once itstarts, I can shut it off and it will start on every attempt, unless it sitspowered off for an hour or so. Then I repeat steps above. Don't know if this is normal because lastboat had a 3.0L with a carburetor.

My engine has 218 hours, original plugs, plug wires, distributor cap androtor. I pulled the plugs and they lookalmost new. The cap and rotor also havevery little carbon buildup.

Check for vacuum leaks. Mayby a small vacuum hose has come undone. Check for a dirty carb or bound t. cable. Check for timing if not equipped with electronic ignition.

Regarding your starting method, If its carburated you should prime it before starting. Pump the throtle 2 to 4 times depending on your engine (no more than 5 to avoid flooding). Then set at idle and start. Be ready to pump throtle a bit. Avoid letting engine rev above 1500 RPM.

If engine is an MPI you may have electric choke issues.

There is an IAC filter. It may be clogged.
 
I agree with the IAC Muffler (Filter) suggestion. It could be dirty. Keeping the IAC Filter changed will help prolong the life of the IAC. This part is about $1 so I just replace mine at least yearly.

Also, unless you have very recently changed your IAC, don't rule it out it just because it looks good. Every one I have had go bad so far looked just fine.
 
Your starting method dosen't sound right and maybe another symptom if it won't start right away. I have same engine, same number of hours and I just turn the key to start and its running... I don't touch the throttle or pause/lag at all from "off" to "start".. it takes maybe 2 rotations and it fires right up at idle
