I went out and checked on the boat today. I have had the shore power plugged in throughout the winter and the charging system kept on to keep the batteries charged. I have done this last year and several years with my previous boat. While I was out there today I heard a beep coming from my CO detector along with a green flashing light. Which I believe is due to low batteries.
Due to the temps. and I believe my engine hatch is frozen shut, I can't get into it to check anything else. Is it safe to assume these batteries are now shot? Anything I could due to salvage the batteries?

Have you checked the CO detector's manual? What you are describing sounds more like an end of life signal for the detector, rather than a bad battery. If the batter was bad, the charger would likely mask it, especially for something so low draw as a CO detector.

I would first see what the CO detector's manual says about that fault condition, and then if it indicates low battery, I would turn off the charger and at least take a multimeter to the cigarette lighter socket and see whether it reads low without the charger, but depending on the age of your batteries, I would thing it is time to replace the CO detector.
